Failure to give full Consumer Rights to UK holidaymaker where major change to Dubai hotel made

my daughter has just paid the final payment on a holdaiy to [NAME OF HOTEL] in Dubai in July for herslf, her partner and two young children. The day after the final payment was made her agent posted a letter informing them of proposed building works which will result in relocation of the Childrens pool and play area to another part of the hotel complex. As all rooms face the sea the building wroks will be clearly visible from their room. My daughter asked for a refund – this was refused – the agent offered to change their hotel but told them this would incur additional costs. Please advise. This is a hotel that my daughter has visited several times before and it was for this reason and her knowledge of the childrens areas that this hotel was originally chosen by her and her family
