UK tour operator fails to advise holidaymakers of a change to their hotel and resort until tickets issued - failure to deliver product and significant change rights

we booked a holiday to croatia in sep 08 with [NAME OF TOUR OPERATOR] when we picked up the tickets 8 days before we flew aug 09 we noticed they had changed the hotel & location we booked without our consent they offered us a different hotel & £250 comp we accepted this as it was last minute & thought that would be an end to it , but when we arrived at our hotel they did not have a room for us & we were given 3 different rooms in 24 hr & told not to unpack my son suffers a medical cond & my husband is waiting for a hip op since, we came home i have wrote a letter to [NAME OF TOUR OPERATOR] with the details & was offered a £160 comp which i have refused as an insult ,our holiday was booked & payed for well in advance
